Establish WaqfNeelum District, the “Blue Gem of Kashmir,” stretches along the Neelum River from Muzaffarabad to Taobutt near the Line of Control. It is known for its alpine forests, turquoise rivers and scenic meadows — but also for the isolation and vulnerability its people face each winter.
Once a trade route to Gilgit and Kashmir Valley, Neelum became a separate district in 2005 after being part of Muzaffarabad. The 2005 earthquake reshaped its settlements and access roads. Border tensions have also affected many villages near the Line of Control, forcing internal migration during times of conflict.
Despite its remoteness, Neelum has one of AJK’s highest literacy rates. However, infrastructure gaps are huge — schools, hospitals, and markets are often separated by hours of travel through hazardous roads. Tourism offers promise, but locals need sustainable opportunities and climate-resilient facilities.
The district’s beauty hides its hardship — communities endure harsh winters, road blockages, cross-border shelling, and a fragile local economy.
