Neelum District, the “Blue Gem of Kashmir,” stretches along the Neelum River from Muzaffarabad to Taobutt near the Line of Control. It is known for its alpine forests, turquoise rivers and scenic meadows — but also for the isolation and vulnerability its people face each winter.

Despite its remoteness, Neelum has one of AJK’s highest literacy rates.
