Neelum District, the “Blue Gem of Kashmir,” stretches along the Neelum River from Muzaffarabad to Taobutt near the Line of Control. It is known for its alpine forests, turquoise rivers and scenic meadows — but also for the isolation and vulnerability its people face each winter.

Once a trade route to Gilgit and Kashmir Valley, Neelum became a separate district in 2005 after being part of Muzaffarabad. The 2005 earthquake reshaped its settlements and access roads.
